Rental Income Taxation in Israel
Israel offers property owners three distinct taxation tracks for residential rental income, each with different rates, deductions, and reporting requirements. Choosing the right track can significantly impact your after-tax returns. The optimal choice depends on your income level, expenses, and whether you have Israeli residency.
Understanding these options before purchasing an investment property allows you to structure ownership and financing optimally. Many investors leave money on the table by defaulting to the simplest track rather than calculating which option yields the best after-tax result.
The Three Tax Tracks
Track 1 – Exempt Track: Monthly rental income up to ₪5,470 (2024 threshold, updated annually) is completely tax-free for Israeli residents. No deductions allowed. No filing required if fully exempt.
Track 2 – Flat 10% Track: All rental income taxed at a flat 10% rate. No deductions for expenses (mortgage interest, maintenance, depreciation). Simple calculation and reporting. Available to individuals (not companies). Must pay within 30 days of the tax year end.
Track 3 – Regular Income Tax: Rental income added to your overall income and taxed at marginal rates (up to 50%). However, you can deduct all expenses: mortgage interest, depreciation (2% per year on building value), maintenance, management fees, insurance, and arnona. Best for investors with significant deductible expenses.
Which Track Should You Choose?
If income is moderate and expenses are low → Track 2 (10% flat). If you have a large mortgage, significant expenses, or are in a low tax bracket → Track 3 (regular) may yield the lowest tax. We recommend running calculations on all three tracks before deciding.

Which tax track is best for foreign investors?
Foreign (non-resident) investors don't qualify for the exempt track. Track 2 (10% flat rate) is often simplest and most advantageous. Track 3 may be better if you have significant deductible expenses (mortgage interest, depreciation). A tax advisor can run the numbers for your specific situation.
Can I deduct mortgage interest?
Only under Track 3 (regular income tax). Track 1 and Track 2 don't allow any deductions. Under Track 3, you can deduct mortgage interest, depreciation, maintenance, management fees, insurance, and municipal tax proportional to the rental period.
Do I need to file a tax return for rental income?
